Taylor ISD names Jacquelyn Bellard as Executive Director of Special Education

Taylor ISD is pleased to announce the selection of Jacquelyn Bellard as the district's new Executive Director of Special Education.
Bellard brings more than 14 years of experience in education and more than seven years of leadership in special education, with a strong track record of supporting student achievement, expanding services, and building collaborative partnerships with families and educators.
Most recently, Bellard served as Director of Special Education Transition Services in Killeen ISD, where she led programs designed to support students with disabilities as they prepared for success beyond the classroom. In that role, she oversaw specialized programs, coordinated transition services from early childhood through post-secondary education, and worked closely with staff, families, and community organizations to strengthen systems of support for students.
"We are excited to welcome Jacquelyn to Taylor ISD," said Superintendent Dr. Jennifer Garcia-Edwards. "Her experience, passion for student success, and commitment to building strong relationships will be a tremendous asset to our students, families, and staff. We look forward to the leadership she will bring to our Special Education Department."
Bellard holds a Master's degree in Special Education and is certified as a Principal, Educational Diagnostician, and Special Education Teacher (K-12).
Throughout her career, she has remained focused on creating opportunities for students. She is passionate about fostering environments where every student feels supported, valued, and empowered to achieve success.
"I am truly honored and excited to join Taylor ISD Duck Nation as the Executive Director of Special Education,” Bellard said. “With over fourteen years in education and more than seven years in special education leadership, my passion has always been centered on helping students grow, succeed, and reach their full potential."
Outside of her professional work, Bellard enjoys spending time with her three daughters, Kara, Katelyn, and Abigail, who inspire her daily. A Houston native, she also enjoys reading and completing puzzles in her free time.
Bellard will begin serving Taylor ISD students, families, and staff ahead of the 2026-2027 school year.
